Since April 3, the Federal Customs Service (FCS) has launched an experiment on customs monitoring. Companies participating in the experiment will provide customs officers with access to their goods accounting systems to compare the information contained there with information from customs declarations. This was reported in the press service of the department.
An authorized economic operator or a participant in an industrial cluster may send a notification of voluntary participation in the experiment to the Federal Customs Service no later than June 30, 2024. The experiment itself will last until November 1, 2024. Exit customs checks will not be carried out for its participants.
“During the experiment, information will be collected on the indicators of customs declaration (implementation of foreign economic activity) of the participating person. The basis for customs monitoring will be a change in one of these indicators compared to the same quarter of the previous year,” the press service of the Federal Customs Service said.
The agency noted that the participants of the experiment, at the request of the Federal Customs Service, will have to provide information from the goods accounting system. Based on the results of the monthly monitoring, a conclusion will be formed, which will reflect the identified violations.
The FCS told: “As a result, the conclusion will be sent to the foreign trade participant for an independent assessment of the activity, submission to the customs authority of information on the elimination of violations or evidence of their absence. In the absence of feedback from a foreign trade participant, the customs authority initiates customs control.”
The press service reported that the information obtained from the goods accounting system and the results of customs monitoring will be available to employees of the Federal Customs Service of Russia and will not be displayed on third-party resources.
The FCS is conducting an experiment, taking an example from the tax authorities, who very successfully control the business to the level of a cash receipt, thanks to which the tax collection has increased significantly.
However, this system will definitely not prevent businesses from using “gray schemes” and substitution of HS codes, he added.
