    Russian President Putin signed a decree on international cargo transportation - GBSI - Global Business Service Information

    Vladimir Putin – The President of Russia signed Decree No. 681 of 29.09.2022 “On some issues of international road cargo transportation”. This document was prepared “in connection with the unfriendly and contrary to international law actions of some foreign states aimed at imposing restrictive measures against citizens of the Russian Federation and Russian legal entities in order to protect the interests of the Russian Federation.” The decree is published on the portal of legal information.
    The document says: “To grant the Government of the Russian Federation the authority to establish a ban on the implementation of international road transport of goods through the territory of the Russian Federation by cargo vehicles belonging to foreign carriers registered in foreign countries that have imposed restrictive measures in the field of international road transport of goods against citizens of the Russian Federation and Russian legal entities.”
    The document also states that in the event of the introduction of a corresponding ban, the Cabinet of Ministers of the Russian Federation is obliged to determine the duration of the bans, the list of foreign states imposing restrictive measures in the field of international road transport with respect to Russian companies and citizens, the types of international road cargo transportation that are subject to the ban and the conditions of cargo transportation, under which the ban does not apply.
    In addition, the decree prescribes Russian permits provided for by the federal law “On State Control over the Implementation of International Road Transport and on Liability for Violation of the Procedure for their implementation”, if they are used by foreign carriers for the purpose of international road transport of goods in violation of the ban, they are considered invalid.
