New acts of the Government of the Russian Federation on amendments to PP No. 311 and No. 312 have been introduced - GBSI - Global Business Service Information
The Decree of the Government of the Russian Federation dated 06.10.2022 No. 1775 amends some acts of the Government of the Russian Federation.
Amendments are being made to some acts in accordance with the Decree of the Government of the Russian Federation No. 1775 of 06.10.2022.
Amendments to the Decree of the Government of the Russian Federation dated 03/22/2022 No. 311 “On measures to implement the Decree of the President of the Russian Federation dated March 8, 2022 No. 100” provide for the possibility of changing the list of goods according to Appendix No. 2 prohibited for export from the Russian Federation by the decision of the First Deputy Prime Minister and the Minister of Industry and Trade of the Russian Federation, and not only the Prime Minister RF, as it was before. It is separately emphasized that their decision is made on the basis of proposals of the Ministry of Industry and Trade of the Russian Federation.
The list of cases that are not covered by the export ban has been expanded. These are, in particular, goods exported from the Russian Federation before the entry into force of this resolution and placed under the customs procedures of export or re-export, except in cases when the Government of the Russian Federation has established a deadline for temporary export, depending on the purposes of export of goods, as well as for goods for which legislation establishes the obligation to return them to the Russian Federation.
Changes have been made to the List of certain types of goods for which a temporary ban on export from the Russian Federation has been introduced, according to Appendix No. 1 to Government Decree No. 311.
According to the amendments made to PP No. 312 of 09.03.2022 “On the introduction on a temporary basis of a permissive procedure for the export of certain types of goods outside the Territory of the Russian Federation”, it was established that this procedure will not apply “to goods exported to support activities in Antarctica and the Arctic and intended for scientific research in Antarctica and the Arctic in the interests of the Russian Federation, as well as to ensure the activities of scientific research expeditions of the Russian Federation in Antarctica and the Arctic according to the lists approved by the Federal Service for Hydrometeorology and Environmental Monitoring”
The Resolution came into force on October 8, 2022.
